TOR: Needs Assessment And Business Development Consultancy

Project title: Strengthen and increase women's income by facilitating the marketing process through the development of productive

Organization: Cooperative Society for Saving & Lending for Developing Small Income Generating Projects for Rural Women -CSSL

Period: 28 days over 3 months

Back Background:
The Cooperative Society for Saving and lending - CSSL is a non-governmental association working with rural women and aims to develop Palestinian women and work to promote and support the role of women in social, economic and cultural life based on the laws, principles and ethics of cooperative work based on self-management, democracy, equality, justice and solidity.
CSSL seeks excellence and lead in the economic, social and psychological empowerment of rural women. CSSL focus on productive women's cooperatives, which is one of the main sources of income for women and their families. Where CSSL established multiple productive cooperatives in Gaza strip in different areas and works to develop cooperatives through the provision of financial, technical and administrative necessary training and supply them with equipment and raw materials necessary for work and production.
CSSL is implementing the project "Strengthen and increase women's income by facilitating the marketing process through the development of productive women cooperatives" supported by the Palestinian Market Development Program (PMDP) where CSSL will work with PMDP together to facilitate the market for productive women cooperatives by improving product quality and improving the performance of productive cooperatives by providing appropriate administrative and technical training. And Qualify the cooperatives to get Grants from PMDP.
The Palestinian Market Development Program (PMDP), is funded by UK Department for International Development (DFID) and European Union (EU) in cooperation with the Ministry of National Economy and implemented by DAI Europe over a period of five years in the OPT, with offices both in Ramallah and Gaza. Need Assessment Objectives:
Study the needs of 6 productive cooperatives working in the fields of food processing and identify the most important improvement requirements of the cooperatives. And provide Business Development Plans for each cooperative based on their needs. The assessment should include:
1. Assess the current situation of the cooperatives in terms of:
a. Cooperative feasibility
b. Members engagement
c. Members leadership
d. Cooperative governance and management
e. Business Planning
f. Organizational documents
g. Preparing for meetings and how to run meetings
h. Cooperative accounting
i. Conflict resolution within group dynamics.
2. Identification of training needs required by the cooperatives in the Financial, accounting, administration, time management, Human resources management, Technical subjects etc.
3. Designing an appropriate training plan containing the tools to be used in the training.
4. Identify the technical assistant needs in terms of improving the production and opening markets for the cooperatives products "marketing, promotion and sales"
5. Identify the most important required equipment that is essential to improve the production.
6. Prepare Business Development Plans for each cooperatives that can be submitted to PMDP Grants Assessment Panel.

Task and Deliverables:
The Consultant will perform the following tasks and achievements:
1. To propose a methodology for identifying the needs of cooperatives and identifying the tools used to study needs in a detailed and clear manner.
2. The consultant will communicate with the project coordinator and other parties, especially women, in the women's productive cooperatives.
3. Collecting and analyzing data and information needed, assessing the situation of cooperatives and developing a list of specific needs for each cooperative based on the situation of cooperatives.
4. Establish a clear business development plan for each cooperative linked to the size of production and description of the local market as a guide to work through productive women cooperatives and come out with 6 clear and specific action plans to facilitate their connection with the local market and local companies and facilitation marketing.
5. Make clear future recommendations to improve the role of productive women cooperatives.
6. Final report on the needs and Business Development Plans of each cooperative using PMDP form.

Qualification:
1. The consultant expected to be an expert in working on economic development activities with rural communities and highly experienced in working with rural women involved in cooperative work.
2. Relevant academic qualifications and field experience.
3. Has previous experience and strong work in needs assessment and analysis in relation to economic empowerment projects, especially for poor and marginalized women.
4. Ability to analyze the market, plan and develop business plans related to marketing and prices.
5. Has good information about the concept of cooperative work and the work of women cooperatives.
6. Understanding of issues and sensitivities required when working with vulnerable groups.
7. Fluent in English and Arabic (reading and writing), especially in reports writing.
8. Has good communication skills.
9. Ability to work in a team and under pressure in order to implement each stage on schedule.
10. Have an independent vision and the ability to share ideas and information with others.

Duration:
- The deadline for all deliverables is October 15 2017
- The consultant level of effort up to 28 days.   
- The consultant will be paid on production of deliverables and actual days worked upon submition of timesheet after the final report as one Payment.
- Selected applicant must submit a verification of his / her current daily rate.
