(CONSULTING SERVICES – FIRMS SELECTION)
Assignment Title: Technical assistance for the Common Water Department of Beit Liqya, Kharbatha Al-Misbah, Beit Sira and Beit Nuba’s JSC.

The Municipal Development and Lending Fund (MDLF) has received a grant from the French Development Agency (AFD), the Belgian Technical Cooperation (BTC) and the city of Montreuil (France) towards the cost of the “Technical Assistance for the Common Water Department of Beit Liqia )JSC(“ .
The Municipal Development and Lending Fund (MDLF) as an implementation agency for the project intends to use part of the grant for consulting services to hire a Consultancy firm to provide the needed assistance in improving living conditions of the cluster inhabitants through a better supply in water tanks to the renewal of the distribution network and the creation and support of a Common Water Department (CWD) within the Joint Service Council (JSC).
The Municipal Development and Lending Fund (MDLF) now invite eligible consulting firms to indicate their interest in providing the services. Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are:
General firm’s profile (Core business and years in business, qualifications in the field of the assignment, technical and managerial organization of the firm, general qualifications & number of key staff.(
Objective of this assignment:
The main objective of this consultancy assignment is to provide technical assistance to the benefit of the Common Water Department (CWD) of Beit Liqia JSC, as follows:
- Contribute to the sustainability of the project.
- Contribute to increase the ownership of the project by local stakeholders.
- Improve the water service provision by the JSC.
- Raise the environmental, social and civic awareness of the public.
- Assist the JSC in addressing challenges, particularly institutional challenges.
- Minimize risks of duplication and multiply opportunities for synergies and experience sharing of the project.
The attention of interested consulting firms is drawn to paragraph 1.9 of the World Bank’s: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers published by the World Bank in January 2011,
revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
Consultancy firms will be selected in accordance with the procedures set out in the MDLF Procurement Manual which is based on the World Bank’s Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, published by the World Bank in January 2011, revised in July 2014/ Quality Consultant Selection (QCS).
