Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. 

NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the worlds largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The purpose of the Support Manager position is to ensure that all support functions are providing high quality and efficient support to programme implementation. The Support Manager is fully responsible for all support functions. He/she works autonomously and in close cooperation with the Area Manager and the Head of Support and must be able to replace the AM in an acting role in his/her absence.

Job description

-Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements and Implement anti-corruption policy
-Line management for support staff such as Finance, HR & Admin and Logistics (incl. ICT)
-Provide input on operational support in proposal development, and coordinate and align operational support with programme plans
-Responsible for ensuring quality support to project implementation.
-Responsible for the strategic development of NRC Gaza support structures, technical systems, human resource capacity and allocation
-Responsible for organisational learning related to programme and support
-Implement NRCs financial, HR, administration and logistics systems, routines and procedures
-Maintain overall budget control and monitor cash flows
-Provide regular analysis and reports
-Responsible for communication with external stakeholders
-Maintain overview Donors deadline and insure deadlines are met.
-Take on acting AM responsibilities in AMs absence
-Responsible for ensuring existing support team is trained to meet expanded responsibilities after recent rapid growth, and roll-out of new support structure
-Ensure adequate and fit-for-purpose support strategy rooted in national staff capacity development;
-Induction of program staff in support functions
-Responsible for monthly closure and posting of Monthly expenditure on time
-Responsible for Gaza office end year routines
-Ensure that all rules, regulations, routines, procedures, SOPs are accessible to and known by all staff;
-Advice in personnel conflicts/processes when relevant
-Follow up disciplinary measures/meetings; process investigations & action points
-Provide Technical and capacity building to the Support team in the office
-Responsible for Staff care and welfare issues

Qualifications

-Minimum 4 years of experience in a senior management position in a humanitarian/ recovery context
-Experience working in complex and volatile contexts
-Allocation of resources and costs expertise
-Documented results related to the positions responsibilities
-Knowledge of own leadership skills/profile
-Fluency in English, both written and verbal


Education level

College / University, Bachelor's degree


Personal qualities

-Knowledge of the Palestine context
-Experience in implementation of humanitarian projects/programmes
-Solid knowledge of HR, finance and logistics routines in a humanitarian context
-Excellent communication skills
-Ability to process large amounts of liquid data

Language
English
