The Consultant is requested to provide complete Operational & Maintenance manuals, guidelines with detailed consumable requirements in term of electrical, chemical, tools, spare parts for plants fully operation. This is in addition to testing mechanism of raw & effluent water for quality control of the desalination process. Moreover to develop documentation & records/ sheets system for proper management of the plant.
In accordance with established Agency policy and procedures, the incumbent will:
Inception report of the project requirements, methodology, approach and detailed outcomes in relevant to local & international norms/ standards. This includes detailed literature review, discussion with CMWU/UNICEF/PWA/MOH/others on current approaches and advices/guidelines used.
Draft Final report covers
o Complete Operational & Maintenance manuals, guidelines with detailed sheets, tables, (daily, weekly, monthly yearly O& M tasks to each Electrical, mechanical & instrumentation unit/equipments).
o Detailed consumable requirements in term of electrical, chemical (with detailed dosing & control system), and tools spare parts for plants fully operation. Alternative in chemical requirements considering COGAT limitation to be provided by the Consultant. All these to be provided with clear calculations and on dynamic Excel sheet.
o Manual & detailed procedures on the plant control philosophy (Instrumentation/automation/PLC) and the requirements to insure smooth O&M
o Testing mechanism of raw, treated & effluent water for quality control of the desalination process (as example but not limited to: water turbidity, SDI, pH, temperature, conductivity, pressure, flow rate, etc…).
o Documentation & records/ sheets system for proper management of the plant.
o Advise on management approach and administration procedures for proper and risk management of the plants as overall, including stakeholder coordination, risk management and emergency situations
o Advise on Plant sustainability, durability and material condition
o Provide on-job training (1-day workshop) at UNRWA to Designer & operator team on the developed point above (about 10 persons). This is in addition to on-field training of technician on the above mentioned requirements ( about 10 technicians)
Revised Final report considering Client & end-users / stakeholders comments
Close out Report that summarizes the project stages, works achieved, lesson learnt, etc…according to UNRWA format and requirements.
Perform such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
Applicants are required to submit detailed curriculum vita showing their Academic Qualifications, and experience, (samples of previous works are desired to be provided).
Applicants should submit a proposed work plan for 2-3 weeks (assignment period).
All applications will be reviewed and evaluated based on qualifications and experience in similar projects.
CONDITIONS OF SERVICE
Salary and benefits will be calculated based on qualifications and experience of the selected candidate.
Duration of the assignment is 2-3 weeks.
Expected Start Date: 1st March, 2016.
