DESCRIPTION OF THE PROJECT
The Gaza Urban and Peri-urban Agriculture (G/UPA) project aims at the institutional, socio-economic and technical development of a strong sub-sector of (market oriented) urban and peri-urban agriculture in the Gaza Strip with an overall project objective that will increase income and employment of small-scale men and women urban and peri-urban agriculture producers in Gaza as well as of service providers and other market actors) that deal with small scale producers. It will do so through a facilitated pro-poor, business oriented and empowering zero-distribution approach, emphasizing the development /strengthening of small-scale producer groups, service-input providers and other local chain platforms as three of the key market players/chain actors.
-Supported by the short term advisor on participatory extension, implement a further detailed knowledge and skills assessment among local organizations (NGOs, MoA, Universities, other UPA actors) to provide long-term training, extension to urban agriculture producers and processors;
-Coordinate and link-up with training organizations to facilitate capacity building of training/extension staff in PTD and LEISA approaches, urban agriculture market oriented innovations, techniques and practices; entrepreneurial approaches; women economic development; further design and testing of innovative intervention packages; together with the short term expert in training and extension;
-Facilitate continuous capacity needs assessment and monitoring of staff and capacities of local training/extension providers and of VC actors (producers/processors); design of new and follow up training activities based on this assessment and monitoring
-Support to development of information and training materials; together with the Local Gaza Team and short term expert;
-Support and guide the training and extension organisations in implementation of farmer based innovation development and action research in the Dairy/Fodder and Dates Value Chain;
-Follow-up, monitoring and evaluation of trainings, PTD experiments and research for the Dairy/Fodder and Dates Value Chain
-Facilitate development of the service supply markets for the Dairy/Fodder and Dates Value Chain ; including demand and supply analysis; coordination and linkages among service suppliers, producers, processors and consumers in the sector;
-Support further research on quality control and standards, cold storage, improved processing and packaging techniques and materials in the Dairy/Fodder and Dates Value Chain; together with the Marketing and Economic Specialist, Food Technology Specialist and short terms experts,,
-Facilitate the training, information and capacity development of UPA actors in the Dairy/Fodder and Dates Value Chain in quality control, improved storage and processing; packaging and labelling; support development of information materials (within the scope of PTD and LEISA);
-Support systematisation of lessons learned, prepare information materials and share findings with the involved stakeholders, the G/UPA Platform and the wider public;
-Support to the design and implementation of consumer campaigns regarding the value; quality and safety of locally produced and processed urban agriculture products) aiming to enhance consumption of local products;
-Facilitate participation of the Dairy/Fodder and Dates Value Chain actors and local platform in the G/UPA wide platform, together with the Institutional Development and Policy Facilitator.
-Analyse market dynamics considering gender interrelation and implications and use gender sensitiveness;
-Support further baseline and monitoring of indicators and benchmark related to outcomes and outputs 1 and 2 (see the project log frame);
-In line with the project monitoring plan, participate in field studies, baseline surveys and end-line to monitor, assess and document achievements in value chain performance related to output 2 (including field investigations, surveys, impact studies, or other research to compile and analyse data on economic, social, regulatory, or physical factors affecting value chains);
-Support/ readjust project interventions in line with markets changes in the Dairy/Fodder and Dates Value Chain identifying systemic market changes and constraints that need to be addressed; supporting implementation of other outputs within project
Qualifications, skills and competencies:
-A strong project manager with a technical background, capable to facilitate complex processes by building an efficient working environment, conducive to the achievement of highly challenging expectations and results.
-At least 5 years working experience; minimum 2 years in project management; experience including management of partner relations, multi-cultural teams, financial budgets, donor relations as well as proven competency in external representation.
-First degree or equivalent in relevant discipline
-Experience with Dates & Dairy value chain analysis and development is a must;
-Experience in identifying technical and management solutions to value chain performance and access to finance along the selected value chains;
-Experience with development of extension services to agricultural players and obtaining a clear vision for future scope of commercial extension services in the Gaza context;
-Very well organized and capable to manage his/her own time with minimum supervision;
-Good reporting skills and excellent written and verbal communication skills;
-Fluency in English and Arabic languages (written and spoken) is a must;
-Proactive aptitude in terms of planning and coordination with different bodies; target oriented and problem solving attitude;
-Experience in team building, conflict resolution, ensuring participation, promoting mutual respect and active listening;
-An active commitment to promoting gender equity and business development to marginalized people;
-Excellent IT skills on MS Office applications;
