Introduction:
Palestine Technical College,  Deir El-Balah, “PTC-DB” has received a grant from the Quality Improvement Fund (QIF)-Ministry of Education and Higher Education and Funded by the World Bank, to implement the project entitled "Fashion Design & Dress Making Dept. Development (FDDM)". In the frame of this project, PTC-DB seeks the selection and employment of a highly qualified Field Training Manual Development Consultant (FTMD) to be responsible for the design and development of a training manual which will be used as the main reference for a student field training program.

Assignment Objective:
PTC-DB is considering the recruitment of a qualified FTMD consultant to be part of the project team cooperating in the implementation of the main project activities. The main task of the selected FTMD consultant will be the design and development of a professional student training manual that must contain detailed information about: the TP definition, the purpose and learning objectives, expected outcomes, its structure (design and schedule), responsibilities and roles for the student, cooperating institution and the department, a list of the training institutions, a student training assessment sheet, as well as a professionally developed student log frame that can be used by the students to document the technical and life skills obtained during the training period. 

Main Tasks and Responsibilities:
The successful FTMD candidate will be required to carry out the following tasks under direct supervision of the project manager:
1.  Developing a professional student field training manual which must include the following details:
a.  A list of prospective training institutions (to be identified through a comprehensive field survey) including their contact details and addresses, the types of garments produced, the types of available machines, as well as the maximum number of trainees that can be received by each institution annually, etc. The recommended duration for the student field training program must be identified through the survey.
b.  The definition, purpose and main objectives of the student field training program including what type of technical and life skills that need to be developed during the training. 
c.  The type and quantity of raw material, tools, and uniforms that may be required from the students by each institution during the training period.
d.  General regulations regarding the Code of Conduct that must be followed by the students during their field training. This might include professional ways of asking questions, being respectful with employees and customers, as well as being vigilant to the protection of any properties available in the training field.
e.  General regulations of how to deal with expected emergency situations such as First Aid steps for field accidents, a list of contact details of Police, Ambulance, and Fire stations, etc.
f.  The responsibilities and roles of the student, cooperating institution and supervising staff.
g.  A number of forms that need to be filled in by the trainee, the training institution, and the training supervisor. These requested forms must include the following:
-   A Student Field Training Assessment sheet that should accurately measure the performance of the student learning, what type of life and technical skills were developed, as well as to what extent the training institution was satisfied by the training.
-   A Student Daily Attendance Sheet.
-   A template for the Final feedback report (final field training report).
-   Information related to the allowances that can be covered for the trainees and the process of paying such allowances must be described. All the documents required for the processing of the training allowance payment must be also mentioned.
-   Any other forms as may be necessary.

Minimum Qualifications:
1.  At least a Bachelor Degree in Education, Engineering, Management, or related fields master Degree is advantage.
2.  At least three years of experience in training manual development or such related activities.
3.  Awareness of the structure of the local labor market and the characteristics of its private sector in Gaza is a must.
4.  Excellent Computer skills (Microsoft Office).
5.  Very Good written and verbal communication skills in English and Arabic.
6.  Very good technical reporting skills.  

Deliverables:
1.  A student field training manual that must be developed in a professional manner and must contain all the information mentioned in the Tasks and Responsibilities section.

Time-Frame
The FTMD consultant will be required to professionally carryout and submit the requested deliverables within no more than Two Months from the date of signing the contract according to the following table:

Contract Type: Lump sum contract.
