Background:

The United Nations Volunteers Programme (UNV) jointly with Programme of Assistance to the Palestinian People, United Nations Development Programme (UNDP-PAPP) are seeking experienced national UN Volunteer specialist “ICT Assistant”- for duration of 12 months with possibility of extension, based in Gaza.

This post is a United Nations Volunteers assignment and based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering brings benefit to the individual volunteer. It makes important contributions, economically, as well as socially. It contributes to creating social cohesion and capital, through helping to build trust and reciprocity among citizens.
The United Nations Volunteers (UNV) Programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.

Description of Responsibilities:
I-Supports implementation of ICT management systems and strategies, focusing on achievement of the following results
-Compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment.
-Support to the use of Atlas (UNDP’s implementation of ERP) functionality for improved business results and improved client services.
-Provision of inputs to the CO administrative business processes mapping and implementation of the internal standard operating procedures (SOPs).
-Provision of inputs to preparation of results-oriented workplans.
II. Ensures effective functioning of the CO hardware and software packages, focusing on the achievement of the following results: 
-Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
-Assistance in the installation of commercial and in-house developed software and related upgrades
-Assistance in upgrading patch and anti-virus programs on a timely basis.
-Monitoring of file server traffic, usage and performance on a frequent and regular basis.
-Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention. 

III. Supports networks administration, focusing on achievement of the following results:
-Assistance in trouble-shooting and monitoring of network problems.
-Response to user needs and questions regarding network access.
-Assistance in backup and restoration procedures for local drives. Maintenance of backup logs. Assistance to organization of off-site storage of backups
IV-Provides administrative support, focusing on achievement of the following results:
-Maintenance of an up-to-date inventory of software and hardware.
-Maintenance of a library of ICT related reference materials.
-Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit. 
-Maintenance of the filing system ensuring safekeeping of confidential materials.
-Extraction of data from various sources.
-Research and retrieval of l data from internal and external sources; preparation of statistical charts, tables and reports as required.
-Provision of ICT support to key events
V-Ensures facilitation of knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:
-Participation and assistance in the organization of training for the CO staff on ICT issues.
-Sound contributions to knowledge networks and communities of practice.

VI-Performing other duties as and when required.

Furthermore, UN Volunteers are encouraged to: 
-Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
-Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
-Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
-Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
-Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
-Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs: 
-Configure and implement Domain GPO’s.
-Configure and implement Backup procedures for servers and users.
-Re-structure the LAN/WAN to ensure continuous internet access to all staff.
-Manage the PBX configuration to ensure proper functionality of land lines, VoIP, and internal extensions.  
-A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Qualifications :
The UN Volunteer must be a dynamic, multi-functional person, who wants to contribute to development in the oPt through promotion of volunteerism. The following qualifications are required: 

a) Qualifications, skills, experience: 
-University Degree in Computer Science or Computer Engineering;
-Minimum two years of relevant working experience, including network administration, support to management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications;
-Fluency in Arabic and good English;
-Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System.

Living Conditions:
As this is a national UNV assignment, the incumbent will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.

Conditions of Service: 
Contract is issued for 12 months at a time (renewable depending on mandate, availability of funding, operational necessity and satisfactory performance). Monthly Volunteer Living Allowance (VLA) – intended to cover housing, utilities, and normal cost-of-living expenses – is US$ 925. 
Settling-in-grant (if current residence is different from duty station). Life, health and permanent disability insurances are included, as well as resettlement allowance. UNV will provide a copy of the UNV Conditions of Service to the successful candidate together with the offer of assignment.
