Position: Disability Mainstream Officer | Responsible to: Project Manager | Location: Gaza | Closing date: 31st  Mar 2015 | Job Type: Full Time / Fixed Term         

THE ORGANIZATION
With over 30 years of experience, Handicap International  (HI) is an independent and impartial aid organization, currently active in 60 countries, working in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities (PwDs) and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI has been present in the Middle East since 1987 and currently operates in Egypt, Iraq, Lebanon, Jordan and Palestine, with a regional office based in Amman, Jordan, and field offices in each country. In Palestine, HI has been active since 1996 and works in both Gaza and West Bank, through several projects funded by the European Commission (EC), the Ministry of Foreign Affairs of Luxembourg (MOFA Lux), the Canada Department of Foreign Affairs Trade and Development (DFATD), the French Development Agency (AFD), DFID, The OPEC Fund for International Development (OFID), and Caritas Germany. The annual budget of the mission for 2014 is more than 1.5 million Euros, which is expected to substantially increase in 2015, and it employs more than 20 nationals and two international staff, distributed among 3 offices (East-Jerusalem, Ramallah and Gaza).

THE ACTION: Through the project “Fostering multi-stakeholders mobilization for the inclusion of persons with disabilities in their community in marginalized areas of oPt.”, HI has for global objective that Persons with disabilities (PWDs) have equal access to local services and policy dialogue aiming at reducing poverty in marginalized areas of the oPt.
The project will respond to identified inclusion challenges in the Gaza Strip, focusing on three main strategies of intervention: technical support to managers, professionals and community workers providing services to PWDs; development of multi-stakeholder collaboration mechanisms; and support to referral networks in particular to socio-economic services. The Project and overall strategy is structured in five interdependent main results: i)Multi-stakeholder working groups (MSWGs) of service providers, local authorities, DPOs/SHGs, Community-Based Organizations (CBO) and Community-Based Rehabilitation (CBR) actors jointly assess the situation of PWDs and plan for their inclusion at local level. ii)DPOs/SHGs have increased capacities to promote the inclusion of PWDs into mainstream socio-economic services and effectively contribute to multi-stakeholder planning processes at local level. iii)CBR programs have increased capacities to refer and facilitate the inclusion of PWDs into mainstream socio-economic services at the community level. iv)Key socio-economic services in the target areas have increased the inclusion of disability and PWDs in their work. v)Services provided by physical rehabilitation centers in the State of Palestine are based on a user-centered approach, and collaboration and referral mechanisms between key stakeholders are improved.
OBJECTIVES OF THE POSITION: Under the line management of the Project Manager, the Disability Mainstream Officer will support the project team in the quality implementation, support to partners, monitoring and reporting and evaluation of “Fostering multi-stakeholders mobilization for the inclusion of persons with disabilities in their community in marginalized areas of oPt” implemented by Handicap International and 3 local partners in Gaza strip and funded by MOFA Luxemburg and EU / NSA”

RESPONSIBILITIES: 
Responsibility 1: MAINSTREAMING OF PWDS’ NEEDS AND DEMANDS AT CLUSTERS AND SECTORS’ WORKING GROUPS: -Participates to the clusters and working groups’ regular meetings. -Represent HI inclusive approaches to clusters and sectors’ working groups. -Draft updating reports (projects, sectors) to clusters and submit to PM for revision and validation before sharing with clusters. -Coordinate when needed between clusters/working groups’ members and partners’ referral networks for possible referral, coordination meetings and others.  -Provide technical support on inclusion of persons with disabilities into the different clusters/working groups’ actions and plans. -Establish links between disabled people’s organizations and clusters/working groups to enhance coordination and ensure Pwds’ inclusion in emergency response actions of clusters.  -Liaise with disability stakeholders and DPOs, and PwDs representatives to gather and update the needs of PwDs in Gaza -Submit a quarterly updated report on the needs and demands of PwDs to clusters and working groups. 
Responsibility 2: SUPPORT TO PARTNERS REFERRAL NETWORKS: -Conduct regular reviews and update the referral networks’ monitoring tools kit as necessary.  -Support partners’ social workers to improve referral networks’ coordination mechanisms. -Update and Identify stakeholders mapping in the five governorates.  -Participate to the partners' monthly referral network meetings.  -Ensure representation of PwDs at partners’ referrals networks.   -Support partners’ improved coordination and referrals linkages with basic service providers’ establishment. -Ensure referrals’ follow up by partner’s quality of referral tools are applied and reported on monthly basis.  -Collect and review referrals monthly registers from partners. -Report on monthly basis to the PM on the referrals networks activities, follow up analysis.
Responsibility 3: IN CLOSE COORDINATION WITH TECHNICAL OFFICER (TO); PROVIDE SUPPORT TO MULTISTAKEHOLDERS’ WORKING GROUP ( MSWG) COORDINATION & ACTIVITIES: -Support TO in establishing the MSWG,   -Supervise, coordinate, implement, follow up and report on accessibility and inclusive grants support to disability stakeholders. -Support the TO, MSWG and the consultant in conducting the situation analysis.  -Report to TO and PM on MSWG activities progress, difficulties, and opportunities.  -Support TO in delivering trainings to partners/stakeholders on mainstreaming and inclusion.  
EDUCATION AND EXPERIENCE 
1-At least 5 years professional experience working in the disability field in particular inclusion, of which last 2 years working with an International Organization.  2-Bachelor Degree in sociology, social development, education, other related humanitarian science fields.

The person must be able to work independently and without constant supervision.  -Excellent communication skills are essential to ensure cohesion with other programme and partner staff.  Diplomacy and good negotiating skills are primordial

PROFILE SOUGHT: SKILLS -Excellent, effective networking and coordination skills -Good understanding of disability context in Gaza and disability stakeholders.   -Demonstrated capacity in the disability inclusion field and best practices.   -Confident representation skills.   -Fluent both written and spoken English and Arabic. -Excellent report writing skills in English and Arabic. -Computer skills (word, excel, power point, access).
