Terms of Reference
Curriculum Assessment Consultant

Introduction
University College of Applied Sciences (UCAS) has received a grant from the Quality
Improvement Fund (QIF) - Education to Work Transition Project - Ministry of
Education and Higher Education and funded by the World Bank for the project
entitled: “Pal Farm: to Build the Capacity of Agriculture Diploma Students”. This
project aims to build the capacity of Agriculture Diploma (AD) students in the field
of agricultural production (plant, animal and fish). Accordingly, UCAS seeks the
selection and employment of a high qualified local consultant to conduct curriculum
assessment study for the AD Specialty at UCAS in order to enhance and enrich it with
modern agriculture topics.

Assignment Objective
UCAS is now considering the selection of a professional and qualified local expert to
perform the above mentioned assessment study in order to identify the strengths
and weaknesses of AD Specialty, identify the gap between the graduates’ skills and
the labor market needs in the field of agriculture and create a methodology to bridge
the gap by improving the current curriculum and courses.

Main Tasks and Responsibilities
The consultant will be responsible for the following tasks:
· Prepare an effective methodology for conducting the curriculum assessment
study of AD program in order to achieve the above objectives of this
assignment.
· Conduct a summarized ‘labor market needs assessment study’ for agriculture
field in Gaza Strip to identify the required skills for the AD graduates.
· Design, implement and manage activities in order to review, assess and
evaluate the current AD program curriculum and the teaching methods to
achieve the following:
o Providing a detailed and comprehensive SWOT analysis for the
current curriculum and courses.
o Identifying the gap between the current curriculum and the labor
market needs and requirements.
· Design and implement activities to evaluate the AD program students gained
competencies and skills, including but not limited to questionnaires, focus
groups, interviews and workshops.
· Participate in meetings or workshops conducted by project staff to liaise with
project staff, AD staff, Quality unit of UCAS in order to discuss any related
issues.
· Based on the results of the above activities, recommend the needed
modifications to improve the curriculum and courses and enrich it to meet
the labor market needs.
· Prepare a final report including the methodology, activities, results and
recommendations.
· Present the main findings and recommendations in the final workshop.

Deliverables:
· A final report (soft and hard copies) that includes but not limited to the
following:
o An efficient methodology and implementation plan for the
assessment process.
o Detailed and comprehensive SWOT analysis of the current curriculum.
o Labor market needs assessment study report.
o Questionnaires that is supposed to be held (a questionnaire to
determine the competencies of AD graduates at lease)
o Questionnaire Results analysis report
o Proposed actions, modifications and recommendations in order to
accomplish the assignment objectives.
Essential Required Qualifications:
· Master or PhD degree in agriculture, or any related field.
· At least 5 years of work experience in academic and private agriculture
sector.
· Excellent and proven relevant experience in conducting similar assignments.
· Ability to gather, analyze data and to build and design evaluation tools.
· Excellent reporting skills in both Arabic and English languages.
· Ability to work under pressure
· Excellent interpersonal communication and presentation skills

Level of effort and time frame:
The expected level of effort is about 38 man-days within The duration of the
assignment distributed as follows:
 


Within the period from February 22th, 2015 to April 25th, 2015.
 

Contract Type: Lump Sum Contract.
