MAIN RESPONSIBILITIES 
In accordance with established Agency policy and procedures, the ideal candidate:
-Coordinate with SSD Field & HQ offices, Front Office and Department of Planning to assist in inputting SSD elements into monitoring frameworks for the Strategic Response Plan (SRP), Annual Operational Plan (AOP), Emergency Appeals, SSD and other Agency projects. Track and monitor progress towards achieving targets through collecting data on indicators, input into monitoring systems and report on progress to the field and HQA.
-Assist in coordinating and managing SSD projects including tracking activities and assisting implementation as required. Maintain an up to date overview of SSD budget and assist in financial management processes for projects as required by FSO.
-Coordinate and assist in planning SSD projects in cooperation with SSD Field and HQ offices and Front Office. Coordinate inputting this and SSD elements into UNRWA planning documents, appeals and project proposals and ensure aligned with SSD Strategy and UNRWA Medium Term Strategy (MTS).
-Coordinate with SSD Field and HQA offices, Front Office and the External Relations & Communications Department (ERCD) as required to assist in writing and submitting project proposals for General Fund (GF) and external donor funding including logframes and indicators.
-Coordinate with SSD Field & HQ offices, Front Office and ERCD to research and compile a list of potential funding opportunities (GF & donors) for SSD projects/ initiatives and update on an ongoing basis. Suggest and assist in implementing methods to enhance SSD donor relations in coordination and cooperation with ERCD.
-Coordinate SSD input into UNRWA and project donor reporting including for the Medium Term Strategy, SRP, AOP, Emergency Appeals, SSD and other Agency projects with SSD elements in cooperation with SSD HQ.
-Coordinate with SSD field & HQ offices and DIOS to assist input into SSD-related evaluations and audits. Maintain an up to date log of lessons learned and recommendations and share with SSD HQA bi-monthly.
-Coordinate and input into SSD and donor visibility as required and in cooperation with SSD Communications Officer and ERCD.

PERSONAL & PROFESSIONAL COMPETENCIES
-A University degree in international relations, project management, public policy or related field. Qualifications in project management (PCM) and studies including programme planning,
-Minimum four years’ experience working in planning, management, monitoring and evaluation of development programmes ideally within a large UN or international organization. Experience working in a field office and with headquarters and working on safety and security is beneficial as is experience working on fundraising and with donors. Experience implementing results based management (RBM) and developing and using logframes.
-Excellent command of written and spoken English and Arabic with significant experience working in English and ideally fluency and certification in the language.
-Ability to plan and prioritise work under tight deadlines and handle multiple concurrent activities.
-Ability to plan programmes within strategic guidelines and using logframes.
-Ability to input into complex strategic and other Agency planning and fundraising documents.
-Excellent written and spoken English, writes clearly and concisely in English.
-Excellent communications and presentation skills and ability to present to external audiences in both Arabic and English.
-Ability to establish and maintain productive working relations with diverse internal stakeholders in different departments and locations.
-Ability to manage projects using Prince 2 and results based management principles of project management.
-Ability to take the initiative, positive attitude and strong analytical, interpersonal and communications skills.
-Proficiency in using computer applications including Word and Excel.
-Good abilities in financial tracking and monitoring.
-It’s desirable to have:
-Experience working on refugees or refugee issues.
-Experience in a large international organization with multiple offices.
-Experience working on safety and security.
-Qualifications in Results Based Management (RBM) and/ or Prince 2.
-Experience working for UN and UNRWA and/or experience working with refugees or on refugee issues.
-Experience directly planning, managing, monitoring or evaluating development programmes.
-Experience working between multiple offices and departments.

CONDITIONS OF SERVICE
-Basic Salary: Monthly basic salary $ 1,397.20; plus a currency adjustment factor (present rate 12.5%).
-Contract Duration: six months. Extension is subject to funds availability, continuing need and satisfactory performance.
-Other conditions of service and benefits may apply.
-A regular staff member can apply to this LDC post but will not be allowed to assume such post through secondment as he/she needs to leave his/her current post to accept LDC appointment.

EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.
